Is a Virgin Mobile UK contract phone handset automatically SIM unlocked?

If know that with pay as you go Virgin Mobile your handset is locked to their network and you have to pay £15 to unlock it.

However, if I get a contract phone from Virgin will the handset still be locked to the network? Will I have to

From Personal experience, the phone will be locked to Virgin only.
They will still charge you £15 to unlock it :-(

Bethpage Thieves Stole from Unlocked Cars: Police

Police in Long Island say they've arrested two burglars behind a string of thefts from unlocked cars in the Bethpage area.

Amityville police arrested 22-year-old Anthony Jordan of Copiague and 19-year-old Frank Wolfe of Dix Hills on Saturday, Nov. 12 after pulling them over in the village.

The suspects gave conflicting stories about a woman's driver's license and credit card lying on the floor behind the passenger seat, police said. That prompted the police officers to conduct a search of the vehicle.

The search turned up stolen cell phones, GPS units, iPods and other electronic devices, along with marijuana and a controlled substance, police said.

Jordan and Wolfe later admitted to entering unlocked vehicles in and around the Bethpage area and stealing items from inside the cars.

Police have identified 12 victims by locating them through their stolen GPS units, and still have 24 other recovered items on hand. Anyone who may have been a victim is asked to file a report with the Nassau County 8th Precinct, then respond to Amityville Police to identify their property and sign an affidavit.
